Verbalizing why you are granting the time-out in these types of situations clears up a lot of confusion.
Sure, if you choose not to follow the rules.

"Time-out ... three possessions ago."
"Time-out ... back in the 2nd quarter."

Yeah, just explain it. Just wonderful.
