It is also important to note that the purpose of this rule is for upgrades of common fouls only. You cannot downgrade a call via the monitor. The rationale is that the monitor is to determine whether a flagrant occured. If the initial call is a flagrant then you have already made that determination. I'm assuming the same interpretation is true for the men's side.
