In NCAA games, if the R says, "the call is confirmed" that means video evidence was conclusive that the call on the field was correct.

If the R says, "the call stands" that means there was no video evidence to reverse the ruling.

When the call is reversed, the R is required by rule to explain things further including what the reversal is and what impact on the next play it will have.
