USC are alwaus non-contact fouls. While PFs are of the contact variety.
A player can be ejected for either a flagrant PF or flagrant USC (9-5 PENALTY).

I think ajmc was pointing out the later to make a case that there was no need to try to put a round PF peg into a square USC hole.
