Unless I'm mistaken, it would be R1 at 3B and R2 and 1B since there are only 2 runners.
It wasn't stated in the OP - simply R1 and R3 - which puts them at 1st and 3rd respectfully (for this discussion at least). I think Tim was simply stating "runners at 1st and 3rd"
