Each official that has a single line of primary responsibility in the Frontcourt. The trail is the only person that has multiple lines as their primary.
I am really not sure what you are asking. It is possible that the Lead saw the ball out on the end line?
There are many things that could influence this call. But the Lead should not be calling a violation on the Trail's line, unless they saw it with 100% certainty and they know the Trail was screened or blocked out from a good view. But that is rare.
