Throw-in: sideline/endline responsibility

BV, (FED RULES)

Team A has a throw-in in the FC; Lead administer throw-in which takes place on the endline (3 person crew) A-1 throws the ball to A2 who has to jump in order to catch the ball. A-2 catches the ball and lands on the sideline OOB. Lead hesitate to blow the whistle thinking Trail sees the feet on the sideline. No Whistle! Lead blows the whistle and makes the call. (Happens in front of opposing team bench).

At the half, trail who is the R discusses the play and stated that lead should not have blown the whistle because it's the trail line.

Lead acknowledge its the trail (R's) line; However, it is the administering official responsiblity to ensure the throw-in is completed legally.

Trail (R) stated it was his sideline and it was his call and he was responsible for ensuring the throw-in was completed successfully not the administering official.
