It's not ALWAYS wrong to ask for the questions, but it SOMETIMES is. In some states, the test is proctored and givne on a certain day. If you know the questions in advance, it gives you an advantage over other officials also taking the test. It's not that hard to memorize 100 T-F answers.

Since no one knows (for certain) why someone might ask for the test, some choose not to provide it to anyone until well after the last test date.
