If the 1B ump was at home plate, the runner rounding 3B would have been PU call, not the 1B ump. The obs signal would not have been for rounding 3B. |
Well, any umpire who witnesses OBS can, and should, make the call.
However, I believe it was on the catcher. She was up the line a little and in the base path. Not sure, but is seemed as if the runner was "forced" to slide early to avoid a collision.
