From the article, his immediate supervisor signed off on it. Also from the article, the district's athletic programs have done very well over his tenure. So, if you're concerned about results....
If, however, you're concerned about process over results, then you could make an argument that he's not doing his job.
Again, with his track record, I'm sure he could find another school district in Colorado that would be willing to accomodate his outside schedule.
