I agree that it should be a game management problem. There is a possibility that this was something the state wanted taken care of in their pregame. It is my understanding (not experience yet) that in some parts, including mine, someone from the state handles the pregame, not the officials that are working. The officials may have been specifically instructed to take care of this with a whistle. I have no idea if this was the case, but it may be a possibility.
