CAN assess a technical foul. In this particular, there is no prerequisite of having a team delay warning in the scorebook before issuing the technical foul. Directing a team to fill the bottom slots is
not an official delay warning.
If you didn't catch it before the 2 FT's though, you can't go back and call retroactive "T"s.
