That's what I thougt.
I worked the other night in a boys varisty game, after taking a few years off, and asked my crewmates if they had anything and one of 'em said to blast the whistle with every horn indicating the end of a period. There was no action at the end of the 3rd qtr, so I just let the horn sound with no whistle.
