I immediately give the "delayed dead ball" signal and the runner was tagged out by 2 feet. What steps should the BU follow after the play is completed? Should the runner be declared "safe" and the obstruction explained? Should the runner be declared "out", time called then the obstruction call explained? Or some other procedure?
