I can imagine an official(me) instructing the timer to reset the clock to 4:03 because that is what he/she(I) saw on the clock when he/she(I)
granted the TO. Ridiculous? Not when rules 5-8-3 and 5-10 tell me to follow that exact procedure.
Try hard to stick to the situation being discussed without bringing in irrelevant plays. It makes for a better discussion.
