Asking about an answer to a specific question isn't cheating. Asking about specific answers after a test is taken isn't cheating. But not everyone here takes the test at the same time. So asking for and/or posting
all the answers, before taking the test, seems like cheating. And that's what some people on this forum do. For many, the Part 1 exam is meant to be taken as an open-book exam, which the intent is to make an offical actually read through the rule and case book to find the answers. For some, the Part 2 exam is closed book. Giving out most or all of the answers ahead of time is circumventing the intent of the tests.
