Why are so many states concerned about what happens off of school time? I have a cousin who is a baseball coach in Kansas, and he has said they something similar. Things are different here in NY - the NYSPHSAA NEVER gets involved with outside the school year. I will give you an example with softball - In our county in the fall, quite a few high schools field what I guess are the equivalent of club teams to play Sunday morning scrimmage doubleheaders, using ASA (Amateur Softball Association) umpires (almost all of whom are hs umpires). The same basic thing happens in baseball too. A lot of travel teams in the summer are coached by high school coaches, too.
Again, what is the concern here? Favoritism? Working the kiddies too hard? This is the sort of thing that always mystifies me....
