Quarterback drops back and scrambles and ends up sacked (never lost the ball) at the 30. Team B wanted to enforce the penalty so it was then 1st and 45 at the 15. Correct?

Late in the game I did not see the play happen, but after an on-side kickoff my LJ reported to me that he had a block below the waist on R35 during the kick which was recovered by R. We re-kicked from R's 45. Correct?

The observer railed us saying the first penalty should have been enforced previous spot, and the second from the end of the kick.

I guess "observer" doesn't mean someone "knowledgeable."
