1)Too many hooligans.
Not in France but little in England and Germany
2) Not enough scoring (get rid of the offsides rule and make the goal as big as a barn).
In that case, it is the players who are not good.
3) And our main reason....we pretty much suck at it!

The other answers (ChuckElias who eats too much of hamberguers and understands French), are really provocating and not interessantes. You are right on a single point: JM Le Pen... But he is widely going to lose. Fortunately.
In the next Olympic Games, France will be stronger than the USA in the Basketball. ;-P
