I hate to be a nit-picker, but I would respectfully submit that the key word is "to", as in "release
to the floor". Simply releasing the ball is not at issue. A dribble is batting or releasing the ball to the floor. Releasing the ball when the ball is already
on the floor is not releasing the ball to the floor. Because of this, it can't be a dribble. So it can't be a double dribble to pick up the ball and start dribbling in this situation.
