this is case book play 10.3.1. Ruling is enforce from previous spot as this is a loose ball play.

These plays already had a procedure for A. loose ball foul behind LOS.

10.4.6 makes it a touchback, enforce from 20 and 10.4.7 makes the result of the play so that fouls are enforced from the goal line.

Are we changing the rules for loose ball fouls by B if A fumbles in his own zone and the ball comes out into the field od play. If he fumbles in the end zone and ball does not come back out into the field of play we enforce it as we have always done.
REPLY: 10-4-6 couldn't apply to this play since it's A's own force that put the ball in the end zone. 10-4-7 might first be thought to apply except that it (and 10-4-6, for that matter) mention the fumbling player's "related run" which according to 2-4-4 is specific to running plays. As you correctly noted this is a loose ball play, so 10-4-7 doesn't apply. Enforcement is from the previous spot. Steps are being taken to make it more clear that 10-4-6 and 10-4-7 apply to running plays only.
