This is not a Cal Ripken requirement, totally local rule.
When I coached Cal Ripken our league had majors for 11-12 and minors for 9-10. Minors was not a dumping ground, but was totally based on age, and nobody was allowed to play UP or DOWN. I know of other leagues who do differently. But I don't know any league that disolves the minor league after the season.
