Some years ago, when the spot throw in from the baseline was reintroduced, it was illegal to pass
from a throw in over the backboard. This rule has been cancelled at the next following rule revision, IIRC. Now there is no situation when "over the backboard" is a violation.
And, no, there is no "over the back" foul in FIBA.
