Probably because there are a lot of leagues that actually
do have a "must slide" rule in their local rules. A lot of umpires start off in these leagues, and probably never mentally separated local rules from ASA. Our organization supplies SP umpires for 3 different towns, and 2 out of those 3 have a "must slide" rule.
