The next time a pitch reaches the front of the plate.

I know that if the ball is not dead on the pitch and the catcher's return throw to the pitcher that goes into center field, the runners can advance. But when the umpire calls dead ball and the catcher throws the return throw into center field, can the runners advance?

If the ball is dead, it's dead. Runners cannot advance.

Do they have to go back and tag the base they were on at the time of the dead ball?

Say what? Did I miss a fly ball somewhere?
It's pretty much the same as FP. Once the ball is returned to the pitcher in the vicinity of the PP (circle in FP), the runners cannot leave. The only difference is that in SP, you just tell the idiot, er....player to return to the base. In FP, it's a gotcha and a free out.
