Dead ball when stealing allowed - ASA slow pitch

Need help and I don't have my book.
When stealing is allowed in ASA slow pitch and the ball either hits the plate or lands in front of the plate, the umpire calls dead ball so the runners cannot advance. When does the ball become alive again? At what point can the runners try to steal again?
I know that if the ball is not dead on the pitch and the catcher's return throw to the pitcher that goes into center field, the runners can advance. But when the umpire calls dead ball and the catcher throws the return throw into center field, can the runners advance? Do they have to go back and tag the base they were on at the time of the dead ball?
