If you are an umpire, simply don't allow them to throw a pitch to stay out of trouble with an OOO or idiot coach.

Kind of hard to stop them, unless you're camping on the mound between innings, interviewing whichever kid comes up there. Generally, you're no where near the mound as the gaggle of kiddos heads out to the field en masse.

I agree with the post about not noticing though.
