Interference. Dead ball. Runner also out.

However, in OBR (according to the J/R), if there's minimal contact before the ball reaches its peak and the fielder is not prevented from making the play, the interference is not called.

This situation is unlikely if the ball is up long enough for IFR to be called.

Of course, if the runner is in contact with the base and does not intentionally (or stupidly) interfere, there's no call.
