I think he's saying that if he's the R, he's checking with the table. IF he's opposite, he rules on the last shot. If he's both, he does both.
On the OP, I just raise both hands -- that's the signal that the basket is good. Since there's normally no signal that a two-point try is good, we need the "extra" count-the-basket signal when there's doubt (a foul, or the end of a period).
