Back when NFL telecasts were more regionalized, I think they used the same formula, at least that's what someone from one of the local stations told me.
Conspicuous by its absence is the criteria "What the fans want".
At least here (Chicago), we were allowed to "vote" on which games to watch. The station "chose" the games involving Illinois and DePaul, but let viewers vote on the others (Illinois and DePaul would ahve won anyway).
