Time-out occurs and the clock, if running, shall be stopped when an official grants a player's/head coach's ... request for a time-out, such request being granted only when the ball is dead.
6-7-1
The ball becomes dead when a goal...is made.
And more... 6-1-2(b) The ball becomes live on a throw-in when it is at the disposal of the thrower. See case 6.1.2 Sttuation B (a judgement call).
