Yup, it certainly is. It spells out the one very specific situation when the R can actually decide something if the officials do disagree( and if you don't count the timer/scorer as being officials
per se). Unfortunately, Old School, that situation isn't the one that we're discussing though. Any idea what that situation is? Hint...look up NFHS rule 2-5-2.
