Its really not that big of a feat. In fact, I saw it this year in a game. Far side of the field. DB breaks down to make the hit. Runner gives a littel shake and causes the defender to freeze in his tracks...he's still in the broken down position ready to make a hit. Runner hurdles the defender just like he was doing a track event.
I believe the NFHS rule prohibiting this act is good for the players safety. I do also believe that one has to be very picky about what they call a hurdle. Simply jumping over an opponent doesn't constitue hurdling.
