The rules don't say that. The rule states it's a violation when it occurs, not when it is called. And it's up to us to decide if it occurs. If we didn't see it happen, it didn't occur. In this case, the official
did see it happen, so it did occur. This isn't about one official over-ruling another, or questioning the judgement of the call, it's the application of the rule.
