Call or no call???

Player A is trying to clear the ball from the penalty area and in doing so lifts his leg to clear the ball. The foot comes up to about where the knee is, so it wasn't very high and within a normal kicking motion. Player B, who is trying to keep the ball in the area, bends down to head the ball and does so right at the point of where the foot of Player A is clearing the ball. Player A's foot makes contact with Player B's head. Is this a dangerous play call for either Player A or B, or no call at all?
