Headbands keep sweat out of the eyes.
Wristbands keep sweat off the hands so that can grip the ball.
Since a basketball is
rarely 
tucked away between the upper arm, lower arm, and torso for a running play, a bicep band has no possible purpose aside from trying to look like someone on TV.
