According to the 2005-06 NCAA rule Book, Signal #24 (hand on back of head) is the men's signal for a PC or TC foul. Signal #25 (jab/punch) is for women.
Having said that, a lot of the NCAA-M officials in my area use the jab for TC. And personally, I don't understand why they didn't make the signal universal for both NCAA-M and W (same for the rarely-used shorten timeout for substitution signal, #8).
I realize that each has their own rules committee and such, but consistent signals would make things so much more simpler.
