All eye shields need to be 100% clear, regardless of the division or college organziation you play in. They all play under NCAA rules.
As for the rationale behind the rule, yes, it is a safety issue. Members of the medical staff want to be able to see your eyes in case of injury. You mention unscrewing the facemask in order to see the eyes, I'm not a doctor, but I have to imagine that in the process of unscrewing the mask, your head/neck would be moved around quite a bit and we all know that isn't a good situation.
My question is, besides fashion/appearance, what benefit is there to using a tinted eyeshield? Some might say to keep the sun out but if that is really an issue, you can use eye black, wear tinted glasses under your helmet, or use a tinted contact that limits light.
