Eyeshields are not illegal based on the new rule change for 2006. Clear eyeshields were (under 2005 rules) and still (under 2006 rules) will be legal.
All non-clear (mirrored or tinted) eyeshields will be illegal without exception. Waivers will no longer be allowed for use of non-clear shields. This is and always has been a safety concern since you cannot see a players eyes behind a non-clear shield.
