How about a PTS system where the officials reset the clock wirelessly?
This would probably be the only way things might run half way smoothly if HS had a shot clock. Of course, this idea wouldn't work either do to the fact most school don't have the money, therefore couldn't afford the systems.

No shot clock, too many headaches all around.
