 However, there's a running clock in this league, so the clock continues to run even when a ball is taken out of bounds.  My guess is still that you must pass the ball to a player inbounds and then she can shoot, right?

 The clock isn't relevant here.  People score all the time with the clock stopped.  It's a throwin violation, however, as Mick points out so briefly.
