Good points.

I always announce the OBS unless the runner attained the base to which I protected them regardless of what base they will be "awarded".

I do this for two reasons:

1. It answers the offense's question before it get's asked, hopefully

2. It makes both teams aware that the umpires are watching and will make the call. Sometimes, that may be just as important as making the call itself.
