Since the officials' jurisdiction doesn't start until they are on the floor, it's not a foul until that time. So even if they were to see it on the closed circuit TV, there'd be nothing to call.
However, the post states that this occurs during halftime. Therefore, the officials do have jurisdiction.

(Not saying I'd call the T!)
