The bound copy of the 7th Edition will be published after Major League Baseball approves its new rules interpretation section of the umpire manual.

This site is not up yet, but when it is, the new book will be available.
I would advise purchasing that copy when it comes out. It will have added features, such as a self-directed rules course with various skill-level questions.
