This sounds like one of those famous trick questions. The book in the notes on the new rules says: Home or game management is to be notified. The question on the wording is is that Home Team or just another word for game management. I believe that Home would mean the home team so the coach would be an adequate person to talk to. Check with your state interpreter. I know there is one interpreter that frequents this board so I would like to hear his opinion.
For you young officials. It is up to the first officials of the night to make sure the tape is down. If there is a freshman, JV and then Varsity being played that night. If the Varsity officials have to make sure there is tape down then someone didn't do there jobs earlier that night. Same is true with coaches boxes if your state uses them. I would deal with the issue at the 10 minute mark when your dealing with the books.
