My point was that certain states have appointed IAABO to interpret NFHS rules for all of the officials in that state. Ronny Mulkey is from Georgia, for instance. It was my understanding that the Georgia state high school association did appoint IAABO a few years ago to interpret and test the different official associations in the state for them. As a result, any interpretations of the NFHS rules put out by IAABO in Georgia while they were doing that were valid for all of Georgia.

Of course, I'm still willing to go with the "IAABO interpretations are
NEVER valid" statement if it will keep MTD happy.
