I do not know the NCAA interp about this and I am not sure if Becky was writing regarding the official interp from them or not. I always understood that NCAA used ASA with some minor modifications until I printed out their rules..........they do look the same as ASA, but go into great detail with many situations.

NCAA Rule 12 Sec. 18 a. The look-back rule is in effect when
the ball is live, the batter-runner has touched first base,
there are one or more runners, the pitcher has possession
and
control of the ball within the pitcher's circle.
