I'll second what Jan said - to not call the illegal hits does a disservice to the players by reinforcing bad habits that they will not get away with when they hit high school.
As to the BRB/BRA question, if the illegal action is giving that team an advantage, I'd go ahead and call it - but be ready to briefly explain it, as there is an extremely good chance the coach won't have clue what you're talking about. Heck, I called an over the net in a HS JV tournament last weekend & had to explain that rule to the coach.
