I remember that was a NCAA-W interpretation that came out last year, but I don't remember seing it in NF books. It makes sense that the violation doesn't go away because there's a stoppage in play (other than a second violation, foul, etc.). Perhaps closely_guarded's partner thought they were just trying to be nice by re-setting the play after seeing the player step in. But, short of the problem being caused by the referee, I would still have the (delayed) violation.
As far as coaches and fans not knowing the rules, that's the first time I've heard that.
