I'm sure he's not saying what you think he's saying. Well, not exactly. In our state, we have to submit our Part 1 test by a certain date (I believe it's Nov. 15th). Our association always has a meeting to go over the answers about a week or two before it's due. So, I guess it's possible some members
might copy those answers and then send them in after the meeting. But it's not something that's encouraged (or discouraged, for that matter).
